People will not see the CSS Layout unless they have this script installed.

If you updated the script source for your page recently, but you don't see the changes take place, you might need to 'Clear Your Cache' (CTRL SHIFT DEL and checkmark the 'Cache' option).

I'm not sure if that violates the "Please also be advised, that you're not allowed to have content floating outside of your journal. " policy found in FAQ #747: How do I change the style of my Journal? , as it's modifying content outside of your journal with css.

"Please also be advised, that you're not allowed to have content floating outside of your journal." is the only thing they said about something being restricted or discouraged. The sentence means that if you have words/pictures floating around outside of the journal, they will do whatever they will.
